Anyone can submit a petition - an individual, an informal group, an organization - too a person without Polish citizenship (Article 2 of the Petitions ActPL🌐 Translate). The recipient has 3 months to consider; in the event of obstacles beyond its control, it may extend this deadline, but not more than by another 3 months (Article 10 of the Petitions ActPL🌐 Translate).
