Our petitions and letters: official responses and next steps

We have received responses to our June petition to the Pomeranian Voivode and our letter on digitalisation. We are publishing them and explaining what they mean for our next steps. We still await a response to the second petition, handed to the Deputy Voivode on 7 September, which will form the basis of the meeting on 28 September. We also continue to follow the petition in the Sejm.

Response to the June petition to the Voivode

In his response dated 24 September, Deputy Voivode Emil Rojek recognises the petitioners’ concerns as justified. According to the letter, the Department for Foreigners has 124.5 filled full-time-equivalent posts, with no vacancies. The office identifies an insufficient number of posts as the main cause of delays. This figure covers the whole department, not just inspectors deciding residence cases.

The office also reports a lack of tools for automatically publishing the requested statistics and of access through its systems to data held by ZUS and Urząd Skarbowy. The letter contains no concrete plan for reducing processing times.

This written response will help at the meeting with the Deputy Voivode and the administration: it gives us the office’s position to work from when discussing delays and proposing solutions that take its stated constraints into account. The second petition: specific targets and measurable results

On 7 September, during the protest, we handed the Deputy Voivode a second petition. It develops the earlier demands: a public backlog reduction plan, measurable targets, deadlines, responsible departments and regular reporting. It also addresses coordination of family cases, continuing work after a complaint to the WSA and timely handling of certificates and correspondence.

The second petition’s demands will form the basis of the working meeting on 28 September. We will discuss how to turn them into specific administrative measures. More about the meeting.

Digitalisation: UdSC supports the direction but gives no specific next steps

UdSC considers coherent digital solutions, less repeated submission of data and automated checks against public registers to be justified directions. However, it gives no implementation dates and points to legal, financial and organisational conditions.

The Ministry of Digital Affairs assigns responsibility for digitalising services for foreigners to MSWiA and UdSC, describing its own role as integrating MOS with state electronic identification services.

These responses help us address follow-up demands more precisely. UdSC’s support for the direction does not yet mean acceptance of the entire package. We will decide on specific next steps on digitalisation shortly and report on them. Our proposals and both responses in detail.

Sejm: the consideration deadline has been extended

Continuing work at several levels

We continue working at different levels and joining forces with civil society organisations, businesses and experts to improve the residence legalisation process. The responses help distinguish issues to discuss with the regional office from those for central authorities: funding additional posts, access to data and information exchange between institutions. The authorities’ positions are now on record, allowing more specific discussions of our demands.

A working meeting with the Deputy Voivode and the director of the Department for Foreigners is planned for 28 September. We will put forward our own proposals for addressing the current crisis and seek clarity on possible measures, responsibility for decisions, timelines and how results can be checked. We will report on the meeting separately.
